In April 1923, the central office of the Communist Party of China moved from Shanghai to the Spring Garden at No. 24, Xinhepu Road, Guangzhou, to prepare for the Third National Congress of the Communist Party of China. Chen Duxiu, Li Dazhao, Mao Zedong, Cai Hesen, Qu Qiubai, Zhang Tailei, Luo Zhanglong, Xiang Jingyu, and Hendricus Josephus Franciscus Marie Sneevliet, representative of Communist International, came to the Spring Garden to discuss and revise the guiding principles and constitution of the Communist Party of China and to draft the declaration and resolutions of the congress. Michael Borodin, Soviet Union’s representative in Guangzhou, and Galen, the Military Counsel General, also lived here. From June 12 to June 20, 1923, the Third National Congress of the Communist Party of China was officially held. More than 30 representatives attended the congress, representing 420 members in the country. The congress elected nine people including Chen Duxiu, Cai Hesen, and Li Dazhao as members of the Central Executive Committee, and Chen Duxiu, Cai Hesen, Mao Zedong, Luo Zhanglong and Tan Pingshan formed the Central Bureau. The congress determined the principle that CPC members join Kuomintang in the personal capacity for the Kuomintang-CPC cooperation, came up with the specific method of cooperation between Kuomintang and the Communist Party of China, and laid a solid foundation for the establishment of the revolutionary united front for the first cooperation between the two parties. From January 20 to January 30, 1924, with the help of the Communist International and the Communist Party of China, Sun Yat-sen held the first National Congress of Kuomintang in the auditorium of Guangdong Higher Normal School in Wenming Road. The congress reorganized Kuomintang, made a new interpretation of the Three People’s Principles, and established the three revolutionary policies of Alliance with Russia, the Communist Party of China and Supporting Farmers and Workers. The congress marked the official formation of the first cooperation between Kuomintang and the Communist Party of China.
