The former site of Guangdong Disctrict Committee of the Communist Party of China was the office of the Executive Committee of CPC Guangdong Branch from 1922 to 1927. It is now a lecture hall for the Red Culture and the lecture hall for Yuexiu in the new era. In August 1921, the newly established Communist Party of China decided to establish the Guangdong Branch under the Central Bureau of the Communist Party of China, on the basis of the former Guangzhou Communist Party Group. In June 1922, the Guangdong Branch was reorganized into the Executive Committee of CPC Guangdong District to lead the work in the two provinces of Guangdong and Guangxi. In 1926, the jurisdiction extended to southwestern Fujian, Yunnan, Hong Kong, and Southeast Asia. The number of Party members reached 9000, accounting for 1/6 of the total number in the country, making it the local organization of the Communist Party of China with the largest jurisdiction area and the largest number of Party members. Tan Pingshan, Zhou Enlai, Chen Yannian, etc. had served as the main leaders of Guangdong Disctrict Committee. Guangdong Branch and Guangdong Disctrict Committee, like local organizations in Beijing, Wuhan and other places, became the first local organizations of the Communist Party of China.

Since the establishment of Whampoa Military Academy in May 1924, the Central Committee of the Communist Party of Chinabegan to pay attention to military work, sent a large number of cadres to the military academy to serve as political instructors and cadres, and mobilized a large number of young Party members and League members to study at the Whampoa Military Academy. In November 1924, Zhou Enlai, then Chairman of CPC Guangdong District Committee, took office as the Director of the Political Department of Whampoa Military Academy. In order to strengthen the Party’s leadership over military work and military cadres, in the winter of 1924, CPC Guangdong Disctrict Committee established the Military Movement Committee (also known as the Military Department), where Zhou Enlai served as the secretary, Xu Chengzhang, Li Fuchun, Nie Rongzhen, and Yun Daiying as members. It was the first local military institution of the Communist Party of China. After the establishment of the Military Committee, a Party group was established at Whampoa Military Academy to develop the Party’s military cadres. The Military Committee also helped Sun Yat-sen to form the Grand Marshal’s Iron Armor Motorcade of the Navy and the Army (later expanded into Ye Ting Independent Regiment) to assist the National Revolutionary Government in the Eastern Expedition and the Northern Expedition. It played an important role in the Party’s exploration of armed struggle and the promotion of the development of the revolutionary movement.

After the establishment of the revolutionary united front of the first cooperation between the Kuomintang and the Communist Party of China, the expansion work of the Communist Party of China had ushered in favorable conditions and the Party organizations at all levels had grown rapidly. The number of Party members had increased from 420 at the time when the 3rd National Congress of the Communist Party of China was held to 57,967 at the time when the 5th National Congress of the Communist Party of China was held. With the increase in the number of Party members, the composition of Party members had become increasingly complex. Some party members violated the Party constitution and disciplines ideologically and behaviorally. In order to strengthen the management of Party members, in the spring of 1925, Guangdong Disctrict Committee established the first supervision committee, where Lin Weimin served as secretary, Yang Paoan and Liang Guihua served as deputy secretaries. It was the first local discipline inspection and supervision institution of the Communist Party of China. After the establishment of the Supervision Committee, it vigorously rectified the discipline of Party organizations at all levels in Guangdong, punished a group of Party members, actively participated in the supervision of mass movements such as Guangzhou-Hong Kong Strikes led by the Party and won the trust of all walks of life.
